posix_setuid(0) problem

in Apache
can you tell me how to use "posix_setuid(0)" function ?

NOTICE :

i did this :
"#chmod 4707 program.php"
and the owner of "program.php" is "root" but when i call "posix_setuid(0)" php says "you must be root"

is there anything i should do on Apache?
