First, you don't use Turbo C++ for graphics unless you know assembly. Even then you shouldn't use Turbo C++.

Get DJGPP a free 32-bit DOS C/C++ compiler found at www.delorie.com/djgpp/

With the RHIDE IDE it will have the same look and feel as Turbo C++.

DJGPP supports the Allegro Library found at http://www.talula.demon.co.uk/allegro/ which is an excellent free graphics programming library.

The only thing Turbo C++ nowadays is the help system.
