DX8 vertex shaders

$200 later, I found out that the GeForce2 GPU doesn't appear to support DX8's vertex shader v1.0. Although it claims HW T&L through DX7, its vertex shader version is 0.0, rendering my v1.0 vertex shader code "useless" as it's forced to run in software. I'm confused... why is there so much hype and so many VS v1.0 code samples out there when nVidia's latest hardware (GeForce3 isn't out yet) doesn't even support such features yet..

My question is: How do I make use of **HW** T&L capability using vertex buffers in DX8?
