WAP is a standard so the standard pretty much defines the language. The two popular WAP languages are HDML & WML. I prefer WML as it XML based.
I use the SDK from Phone.Com as many WAP browsers use it.
Go to Nokia's site and get all the information you need.

Nokia. I havn't seen any SDKs available to program them.
The new Ericsson R380 communicator is built on the
Epoc OS. You can find out more about it on
http://www.symbian.com/
They also have SDKs available, but so far I havn't tried
doing any programming.
In the future Nokia is planning on using the Epoc OS in
their communicators too.
