Delete Row if Col C, 1st row starts with "Ar" & next row doesnt start

I'm pretty new to VB and am having difficulty accomplishing what I need. If anyone could be of any assistance, I would appreciate it. This is what I need:

If Row 1, Column C starts with "Ar" and the following row, same column, does not start with "Tq", then delete Row 1. If Row 2 . . . . etc.
