hi im new!! media player design? help!!!

im new to this whole thing so i want to give it a try...

basicly im wanting to design a media player

any one have any ideas where i can start what programs i need to use..

the media player will need to work on xp operating system..

i have uploaded a pic of what i want it to be like..

any help would be greatly appreciated
