URL country code not needed ?

I have observed that certain sites don't need to specify URL country code accesing them, for example this same site www programmerheaven com . How is this achieved? Is it necessary request something to ISP?

    It has nothing to do with ISPs, but the way the website is setup. A URL is only an easier way to remember where the server is located. The URL is matched against a DNS to translate it to an IP-address. Then the browser retrieves the requested data from that IP-address.
    Country codes in URLs are nearly always a way to translate the page to a certain language. For example:
    http://en.wikipedia.org/wiki/Albert_Einstein
    http://nl.wikipedia.org/wiki/Albert_Einstein
    http://de.wikipedia.org/wiki/Albert_Einstein

    These are all three on the same server (91.198.174.2). The server uses the URL to present different languages to its visitor.
