I personally recommend just going with VC++ 2005 or 2008 express editions and downloading the Win32 and DirectX PSDK for it.
As per your original question, I am not sure. The header files are not (rather, should not be) the problem; there are programs that you can use to convert MSVC libraries to BCC32 compatible libraries though. I personall just recommend getting VC++ 2005 or 2008 though as it would be much easier in getting the PSDK working.
