Text Box Scroll bar starts at bottom

I have recently learnt the error of my way and have started using text boxes instead of labels for the instructions in a procedural program I have written, this allow me to write longer text and use the automatic scroll feature.

Why does it start at the bottom of the text though, I have to Scroll up to see the start,

Please advise on how to correct this
