Matrices

Right now I am learning how to program games in directX9, the problem is I am just also learning TRIG. Well now we need to figure out how to get a "Local to world transform" that will allow every thing to move with the camera, if any one knows or can help me with this then please try to explane. Now I do have the formulas for the X,Y,Z Matrices, just need to know how to aply them from (3,5,2) to (0,0,0) persay.
