You might have faulty hardware or hardware conflict or driver conflict.
In case like this it is recomended to remove all un-nececary hardware
and try some simple software to run the diagnostics.
    For example:
    - go to BIOS and use default settings. People like to overclock even if
it is at the cost of system stability and then blame windows or something else.
    - see if you can get windows to boot in Safe Mode (press F8 during boot
process and then select Safe Mode). If this works, you can use system tools and registry editor to uninstal or disable unnececary hard and software.
    - if you have more than one memory module, see if you can get your pc
running using only one. remove all fancy cards that are not esential
to boot (sound card, network card etc.).
    - make a boot disk - either floppy or CD (DOS, linux, whatever...)
and see if you get to boot and use those. If they work, chances are
the hardware is ok. to be sure run diagnostics. If you cannot get
Microscope (it's PC diagnostic software) try the free ones
(I remember using AMI Diag in the old days but there is plenty of
utilities like c't memory test: www.heise.de/ct/).
    - be patient and don't desper. once you are upset or frustrated chances are you will screw up...
    - have fun
