MP3 or other codec Data EXTRACTION

Hello.
I would like to know if using Digital method i can stripp the bad data from one record and fill with the good data from an other record (both analogic records are similar but recorded within 15 days delay)?

i have two analogic files from same origin (similar audio tape and records, but recorded at two different times & both are of inequal quality) .
Each of them has signal drop down at different spots on the 2 tapes.


In a logical way it seems FEASABLE !
But is is out of reach for me !

Any help appreciated.
It does not matter if it is mp3 or other similar codes if displaying good compression ratio and possibility to stripp data and fill new ones.
