Personally I think the AMDs seem to be pretty hot stuff at the mo - Intel seem to have slipped somewhat of late. They'll probably bounce back - I'm pretty sure they know they're slipping and don't like it. I got an AMD chip in my latest PC (2800 barton core) and it performs great.

As for getting top of the range - think about it carefully. When you get to the top of the line, you're paying a *lot* more for little gain. A P4 3.0 GHz sets me back about 160, a P4 3.2 GHz is 260. 100 for 200 MHz more = 61% cost increase for 9% performance increase. IMHO, that's just not worth it. 200 MHz really ain't gonna be that noticable. It certainly ain't going to make you greatly future-proofed.

Also, make sure you get a decent mobo. It amazes me how people are nuts about getting a fast proccessor and decent RAM, and then skimp on the thing they're all being plugged into. :-)
