...what does the author effectively mean when he says " new platform capability... that requires changes to the boot code or firmware update" ?

For the new device to have new capabilities, it need to be updated. To put this REALY simple : A little chip on this device is read when it's start (BOOT) and you can update it with the proper installation. Searh for the firmware (OR Boot code) on the construtor homepage.
