"Unrecoverable Build Error"

I am writing a VB.net program in VS.net Studio. After creating a setup program and attempting to build I get the error "Unrecoverable build error" no MSI is created. There is a .tmp file left that doesn't provide any additional information. I hav e seen posts on other boards that say it is caused by leaving files open. However, even with all files closed I get this error.

Any suggestions would be appreciated.
