Play around with images to generate(/degenerate) variations of
it. Though the main premise on which this project is built
around is that of generating a bump map, this actually does
more. It is virtually a studio to play around with images to
lend varied effects.

You could quite easily make your *.pal files conform to an existing file format. I submitted a program, J's Palette Editor that works with formats including Microsoft, Jasc Palettes, Adobe Colour Table, and some others. The program was written in Delphi/Pascal but it might still help. You could also look at http://socr.uwindsor.ca/~greig3/oldsite/File%20Formats/File%20Formats.html
