Compiler for Windows games

I'm planning to start developing games for primarily the windows platform but haven't figured out wich compiler and or game library to use. I've previosly used Borland products, such as JBuilder and the old Turbo Pascal. So I'm thinking about Borlands free C++ command-line compiler and Direct X. Is this a good combination or should I look at something else??

    When I programmed DOS games I used DJGPP and the splendid Allegro library. This lib is now also available for Windows (DirectX) too. It work's with MS Visual C++ and Dev-C++. (Dev-C++ is free, so it would be better option)
