    : C:windowscommandkeyboard.sys
    don't remember, but I suspect it is a driver that sets up the keyboard to use other than english characters

    : C:windowscommandebdlo.sys
    IO.SYS is the low-level disk access driver. Since you found it in the ebd (emergency boot disk) directory, I suspect it is a special version for when you can't get windows to boot.

    : C:msdos.sys
    In DOS, it contains the DOS services (change screen mode, open/close files, print the screen, etc). In win9x, I'm not sure.

    : C:config.sys
    A plain text file that lists the real mode drivers that are installed when booting. Usually not used in win9x since real mode drivers will slow windows.
