How to detect a wav file being played ?

First post here - pretty new to programming and have a particular problem that I think can be solved with a little bit of code.

I have a Windows application that at various times plays a wav file that can be preselected from a folder. I want to detect that this file has been asked to play, and trigger the opening of a selected txt file in notepad. (i.e. for each chosen wav file, select a txt file from a folder. The application is not mine and cannot be modified. Is there a way of doing this within Windows x86 32 bit and in W7 64 bit, and has anyone done this already or have something close that can be tweaked ?
