    I am assume you are using Microsoft Visual C++ in one of its manifestations, and you wish to call a function in a .lib file provided by someone else, and not automatically linked.

    Just include it in your list of "project files". It goes in a panel directly beneath the .cpp and .h files. I think you can drag and drop it, though you might have to go through the "add files to project" menu.
    Don't forget to #include the header in your .cpp file
