Good questions, why are you interested in these questions?

PH is for world wide programmers to gain programming resources and help each other when stuck on programming issues.

The site was developed in ASP.NET 3.5 with SQL Server 2005 as back end database.

The purpose of PH, I think is very obvious, to help programmers around the world to solve programming issues and make programmer friends.

I know PH has been out since 1998 and recent upgrade was done during the first half of this year. There are many designers and developers involved with the site development.

As lead dev, I can answer a couple more bits...

: 3. Who are the developers of this site?
Actually a small team from all over the place. Swedish management, one developer from Europe (me - I'm English, but I live in Slovakia now) and another from China (Brad who answered before), plus a designer from the US.

: 5. When and where this site was implemented?
We worked all from our own locations, with occasional meetings between various people.
