    If the program you invoke displays a popup window, then yes. Otherwise no.

    AFAIK There is no standard command to show a popup from DOS. There might be 3rd party programs for that.

    I don't think there is a way to do that in DOS, but you can do it in VBS.

    Type in:
    lol=msgbox("Message here",23,"Title here")
    Save it as a .vbs file.
