function to render RTF or similar text to e.g., bitmap?

I there a win32 api function that will render RTF or similar text to something in memory like a bitmap that i can then copy to an SDL window, or will render directly to the SDL window?

by similar to rtf i mean anything that will let me change attributes mid-text, like html even.

There are several COM-objects which can handle RTF. Obviously hooking into the ActiveX controls of Word is one choice. Others are the richedit.dll, .NET's RichTextBox. For HTML you can use the IE ActiveX controls. The MSDN contains more information about this.
