How to enter input parameter?

I'm a newbie at C++ programming.
Right now i'm making a program that need parameters input,
example: phoen datafile.dat -d -e.

I'm making the program using Microsoft Visual Studio .Net as the platform.
The problem arise When I run the program because i can't enter the parameter needed in the program.

What I want to ask is how to enter the parameter when I run the program under the Microsoft Studio .Net?
Should I choose another platform instead of Microsoft Studio .Net?

    In the IDE, go to the project explorer, right click your project. Then click Properties in the pop-up menu. In the dialog that pops up, go to "Configuration Properties"->"Debugging". Then on the right, you should see a field labelled "Command Arguments". That's the one you want to fill in.
