XHTML validation for simple CGI Scripts


I am hoping someone may be of assistance. when using a simple

print "Content-Type: text/html


[...] statement, even though if what follows is :

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">


print $HEADER;
print $RESTOFTHEPAGE; #regardless of that it is

The W3C Validator returns: No Character Encoding Found! Using iso-8859-1.

I don't quite understand what I need to do with this and online searchs have not helped me much.
