Ok Im not sure where to put this so Im putting it here:

What I want to do IS:
Make a java applet,
Have it send a connection and messages to a cgi script on a web sever.

The thing is I have NO idea how to do it

I am pretty good at Java
And I have a good footing in Perl.
I know how to program in both but not how to connect them over the internet
Any one Know how to do this?
Or have a tutorial that tells me how to do this?

You can use a HttpURLConnection objects for that. With such an object you can make http requests of the server, to which the server can respond in the normal fashion. It would be similar to the user typing in an URL in his browser.
