    I'm not sure I understand the question. All stored procedures run in the database, i.e. on the server.

    a server side procedure as the name implies, runs on the Oracle server. in other words, you need to be connected to the oracle database to execute such procedures. they often deal with queries on database tables though this is not compulsory.
    a client side procedure on the other hand, is one which does not require a database connection to be executed thus, it does not involve any interaction with the database. it could simply be a procedure that performs computations that do not require any input from the database. if a procedure does not need to interact with the database, simply create it as a client side procedure and avoid the database connection.
