Popup windows

We've seen how MSN Messenger is showing small popup windows when a contact is online. How can one do that?

Create a borderless form. Then using a TTimer update the Top property of the form to make it "scroll". Here is a code, which scroll a form from the bottom of the screen to the top, and then jumps to the bottom again.
procedure TForm1.Timer1Timer(Sender: TObject);
begin
Top := Top - 1;
if Top <= 0 then
Top := Screen.Height;
end;

procedure TForm1.FormCreate(Sender: TObject);
begin
Top := Screen.Height;
end;
Well I'm starting to get a hang on this, however is there any way to detect the height of the startmenu and include that in the code?
