Internet Explorer Proxy settings

Does anyone know why Internet Explorer would reset proxy settings when it starts up?

Ive written a little utility to set the ProxyEnable and ProxyServer strings in the Registry - which is done before launching any IE windows, but it (IE) just keeps deleting the ProxyServer entry and setting ProxyEnable to 0 when I load up a new IE window

Any ideas why?

    Only one: are there any Internet Explorer windows open at the time you change it. If so, that would explain it, since the IE windows save their settings to the registry when closing...
