MySql loging error message

i have created a new user in mysql and grant all previleges to it but it is not connecting through php. and displays an error message of:

could not connect to the user abc@localhost with option [password=Yes]

whats that error!

    The error you're getting is confirming that you're trying to log in as abc@localhost, using a password. First make sure you created your user with a password. The more common pitfall is forgetting to put the host in the user name. When you create a user you should name them both a username and host, as in abc@localhost. Example: GRANT TO `abc`@`localhost` IDENTIFIED BY . Replace and to suit your needs.

    If you created your user with all of that, and it's still not working, I'm not sure ... hopefully that will help.
