Making a label box visible on the desktop at all times

I have developed a client-server program with a friend of mine. The program caters for 10 client p.c's running of a server. The main aim of the program is to time ten users on the client p.c's, for example: in an internet cafe, if a users logs on to any of the client p.c's the server should then enable the p.c and a countdown timer is enabled. The timer is in a small label box that is placed at the top of the screen. The problem is, how do you make that label box stay on the screen once the timer is enabled, for example: if I open my documents, that label box should be still visible and not blocked by that window.
Your help would be greatly appreciated.
