script on local machine

I would like to have a script that downloads and runs on the local machine instead of on my apache http server. Is this possible with any script? I am kindof a novice in this area of scripting.
What I want to do is a script that takes an image I want to upload to my photoalbum and resizes it before it is uploaded to the server instead of beeing resized at the server.

(I am gonna be traveling and take pictures with a dig. cam that come out like 4Mb files. want to reduce them in size before upload, but I want the big image when I get home so I dont want to take pics with lower resolution)

Hope someone can help me. If someone knows of a script that works like i described I would be happy to take that so that I dont have to sit and script it myself as I am a novice, and my plane leaves in like a week... dont have the time.

    This is possible with JavaScript which runs on the client machine and should give you the functionality that you need to build your utility.

    However if you want to take a server side scripting language and download this and run it in the browser (eg a PHP script) then I don't think that this is possible.
