Well, that's what I thought once,
The kernel itself is free. All app with GNU license are free too, The problem is with all kinds of drivers which arn't (for example, on one of my machines I have to use kernel 2.4.x because nvnet (the nVidia net driver) is precompiled for this series of kernel).

About an embadded linux, I think it is better to make a small dist. yourself, sure it takes some time, but you will have a better optimalized kernel and all apps. Try busybox for base tools (it will save you some extra MB).

By the way, what exactly do you need ?

Well... I want to learn more about embedded Linux. I thought
the easiest way is to try it on an old PC here.

Is there an embedded Linux version which I could install
on the harddisc of my old pc? Just the kernel is a good
start but of course it would be nice to have a terminal
and maybe an RS232 port. Then I could start to build
my own small applications (if I find the right compiler)

Well, if it is PC based, you shouldn't have any problems.
Try to build the smallest kernel possible with only things you need.
Compile busybox, create a small root file system (with libc, it should take about 4 MB).

And you will have a functional OS. (personaly I don't like some of BusyBox tools: init, ls and ping)

    Oh, don't forget about lilo.
