How to generate Wave Files

I work for the Naval Postgraduate school and i have been tasked with inserting a generated sound into a program at a specific period or generating a wave file. i have been researching this for awhile and i keep comming up with blanks. essentially what i want to do is have a header file that linkes to a soud generation library,
with a call like
int beep(freq,pitch,duration) i would like to generate a wave file.
is this possible. im sure theres a library that does this i just cant seem to find it.
this is for c on a unix bassed machine.
