I too am just getting started on mastering vb.net and Oracle together.
The native Oracle.Access.dll for .NET is available from Oracle at http://otn.oracle.com/software/tech/windows/odpnet/install9204.html
Oracle provideds some examples at http://otn.oracle.com/sample_code/tech/windows/odpnet/odpbasic.html

    Hope these get you started.
