Tooltip on a taskbar icon, possibly in Tkinter - HELP

Hi to all!

With a friend we thought to make a _short_ private message sending app between two machine written in Python. The underlying mechanism is ready but we came up with an idea which we cannot implement (yet). The idea is to have the incomming messages appear in a tooltip over the app's _taskbar_icon_ (so it's not stealing the focus of any open window). Can it be accomplished in pure Tkinter? How? Thx in advance!

    I'd be surprised if this were possible since it seems highly specific to Windows, though I could be mistaken. If I find anything I'll let you know.
