I'm doing a little experiment with setting up a PHP/MySQL-enabled webhosting service from my own Win2k machines, and the biggest challenge I've seen so far was creating MySQL usernames/passwords. As a way to test the scripts, I've set up a Free MySQL service to anyone that uses PHP but has no access to MySQL. Apparently it's a highly requested service from what I've heard so far. Check it out if you're interested, and contact me if any problems come up. :) http://126.96.36.199:82/
