Reading an Mp3 source code

I am currently trying to decipher the source codes, encoding and decoding, from an Mp3 file. I am not entirely sure what I am looking at and I cannot find a good sample code to even try this. I found a code written in Java but is that even a good enough language to write these in? What is the recommended language/s? How can I rewrite them in order for it to do what I want? Any help with this would be greatly appreciated.

    Any Language would work. I would use FORTRAN.
