Could it exist?

I've been thinking about something long and hard. I mean I've spent time thinking about an idea.

If MS can take a 16-bit OS like DOS, and transform it into a 16-bit OS like Win 3.1, then from that, develop a 32-bit OS like Windows 95, and on the cycle goes, why doesn't a multi-tasking 32-bit version of DOS that supports a full range of hardware like the newest video cards, etc, exist? It would be Windows without the suck.

It's feasible, I think.
I've got a plan, but I'm going to need a dead monkey, some empty liquor bottles, and a vacuum cleaner.
